Why do projects have owners? What does it mean? If I delete a user, what happens to projects they own?

A project owner can do various administrative tasks on a project, like deciding who can access the project. DSS users with "administrator" role can always do those tasks.
Deleting the project owner should not delete the project, but please try on a dummy project beforehand.
