Make "Table of Contents" visible in Wiki Edit mode

When editing wiki pages, the Table of Contents tree is not visible, making navigation of the wiki exceedingly difficult. I'm often toggling between View and Edit modes in order to get around.

Visibility of the Table of Contents tree / section headers while in edit mode would make editing wiki pages much easier.
