Hi - is there a way to configure a user that only has the ability to add or update scenarios but is not able to make updates or changes to the project in any other way?

Short answer: No. Long answer: You may be able to do a custom WebApp that gives the user ability to make certain changes to scenarios without giving write project permissions.
