The Plugin summary page should show at least

* when the plugin was installed

* who requested the installation

* who approved it

* who actually installed (which administrator)

At the moment only administrators install plugins in our environments but we are looking at moving to user requested installs so this idea would go a long way to help with the audit of user actions.

Also this idea should cover amending the plugin APIs to be able to provide the who and the when via the API.
