How do I make a dataset in a project available to all users for use in any of their projects?
When going through Project Security -> Exposed Elements allows me to select which project to share the dataset with. Instead, can I share a dataset with a user so they can use it in as many projects as they need?

Currently sharing datasets is done per project and not per user.
You could create a project with shared datasets where you give users access and they can share datasets from the "shared datasets projects" to where they plan on using it.
Additionally in DSS10+ you can use workspaces. By creating a workspace shared with all users and adding the datasets you want to be shared. This will easily allow users to find the datasets and pivot to the original project, and share them with their own projects where they plan to use them. this https://doc.dataiku.com/dss/latest/workspaces/index.html
