Can a project with a code recipe be both App-as-a-recipe and a plugin?

I have a project with an R code recipe, input and output datasets. It is currently configured to be an app-as-a-recipe where it gets config values as user inputs. Can this recipe in the project also be configured to serve as a plugin?

,When you create App-as-recipe from the Application designer you can also create an plugin.
Actions -> Create or update plugin application
