Note: attempted to install protoc from github, but Windows Defender blocks the install.

The Dataiku Windows version is an experimental version for you to play around, it is not supported. I would suggest you install Dataiku in VM where you won't phase these silly issues. In any case your issue is with Windows not with Dataiku so perhaps you can search for help on a Windows forum.
