Convert Number Formats step in prepare recipe not working

I have numbers stored as "Decimal'->"double" that are formatted like 1234567.89.

I am trying to use the Convert Number Formats step in the Prepare recipe to change these numbers from "raw" to "English" format (1,234,567.89), but it does not change the format at all. Has anyone else run into this issue?

If you manually select the raw input format and output to English, it should work.
