Is there a way to format dashboard tiles? Such as adding thousand comma separators.

There is not currently. However, assuming you're showing a metric, you could always create a custom metric formatted how you please, and then show that: https://doc.dataiku.com/dss/latest/scenarios/custom_metrics_and_checks.html
