Enable automation-like reporters for ad-hoc runs

Sometimes, I kick off long-running flows manually, but still want to be able to use reporters like Slack for notifying data consumers when a process has completed successfully, or warning me of errors. It'd be helpful for this use-case if the reporters for scenarios could also be integrated with normal runs in the project flow without wrapping them in a scenario first.
