Suddenly this error appeared not able to any changes, Build , Blank project and recipes are not working

Generally speaking, in most cases it's hard to tell what has caused NPE without looking at the complete log. The good place to start is to reproduce the error and check backend.log (Administration->Maintenance->Log files).
