Ability to create containers outside of DSS

Because of company data & security policies, no internet connection is available on the production (design) instances.
This limits several features, like Code Studio and many python packages, that also require GCC to be compiled.
It would be a wonderful feature if we could for example have a dedicated instance, where we can prepare containers, compile packages, and after being completely scanned transfer them to the production instance. This way, we can also (re)build and (re)scan the containers on a weekly basis, which is companies policy.
