No. Explorer users are typically reader users with some additional privileges to edit Wikis, Dashboards and Workspaces. They can also tag projects and add comments on project items. As they can also execute Dataiku WebApps you could potentially encapsulate some functionality only allowed on Designers via WebApps that will execute with another account.
