It would be useful if at least the administrator of a DSS instance could send a message to all the users or if she could add to the login page a panel with a generic communication te be read by everyone.

yes, the suggestion is for the product DSS, not the Community.
As an administrator, sometimes it is useful to inform all the users about something happening
on the platform (e.g. a maintenance or a planned shutdown), about ongoing prbblems
(e.g. memory leakage) or about actions needed by all the users.
The Discussions can be added only at each project level, while the "Home articles" are not
strongly stressed and might be unseen or not noticed.
To have a quick way to send a messge or to add a top panel with a message could be useful.
